Romanian authorised tourism structures (SITUR)

se.situr.gov.ro/OpenData/OpenDataMain

The national registers of tourism operators authorised by the Ministry of Economy, Entrepreneurship and Tourism, published through SITUR: classified accommodation and food-service establishments, licensed travel agencies, attested tourist guides, homologated ski slopes, attested resorts, accredited tourist information centres, authorised nautical leisure zones and approved destination management organisations — together with the lists of those whose authorisation was struck off or withdrawn. The ministry publishes each register as an Excel workbook; here every readable workbook is a table of its own in the lake, with that spreadsheet’s own heading row as its columns, and the `registers` table is the catalogue of all of them — including the three files no reader can open.

Notes
Legea 8/1996 privind dreptul de autor, art. 9, excludes from copyright both official texts of an administrative nature and simple facts and data. These twenty registers are official administrative records in the most literal sense — each row is a classification, licence, attestation, homologation or authorisation the ministry itself has issued — and the underlying facts (categories, validity dates, holder identities, addresses) are exactly the factual data the statute excludes from copyright. They are also public-interest information under Legea 544/2001, and re-usable public-sector information under Legea 179/2022 privind datele deschise și reutilizarea informațiilor din sectorul public, which gives anyone a statutory right to reuse public-sector information, including for commercial purposes. HOWEVER, and a reuser must weigh this: NO LICENCE IS PUBLISHED. The section these registers sit in is branded "OpenData", but it names no licence, no terms of use and no reuse conditions — the site was checked for a /license, /licence, /terms or /legal page, for a link from the OpenData page itself, and for a statement beside any of the twenty registers, and none exists. The only policy document the site links is a notice about the processing of personal data under the GDPR, which governs how the ministry handles personal data and says nothing about copyright or reuse. This dataset therefore rests on the legal position above rather than on any grant from the ministry — the "OpenData" branding is not itself a licence — and anyone redistributing it should form their own view, and should attribute the ministry. THIS IS A DERIVED WORK, not a mirror. What is republished is the tabular content of the registers — the classification, licence, attestation, homologation and authorisation facts the ministry itself prints in each spreadsheet, plus the catalogue metadata printed on the listing page (each register's title, its section, and its "Ultimul update" date). What is NOT republished: no workbook is mirrored, no PDF is republished, no image, logo or styling from the site is copied, and the two legacy .xls files and the ecotourism PDF are recorded as catalogue rows with their URL and the reason nothing was landed. ROBOTS: se.situr.gov.ro/robots.txt returns 404, so no crawl rule disallows any path; this connector nonetheless makes one request to the listing page per run and lets DuckDB read each workbook once. PERSONAL DATA — READ THIS. Two of these registers name individuals, because that is what they are for: "Lista ghizilor de turism atestați" names each attested tourist guide, and the temporary-guide register names each person who notified the ministry that they will practise here temporarily. The ministry publishes those names itself, as a public professional register, so that a traveller or an employer can check that a guide is accredited. This connector republishes ONLY the professional-capacity fields the ministry itself publishes for them: the name, the attestation or qualification document, its number, its issuing authority, its date, its validity and the class of attestation. There is no personal identification number (CNP), no date of birth, no home address, no personal telephone number and no personal e-mail in these registers, and none is derived. One field IS deliberately dropped: "Reprezentant legal" in the cross-border travel-operator register, the named legal representative of a foreign company. That person is not the holder of the authorisation — the company is — so publishing their name adds nothing to the register and identifies a natural person who is not its subject. The column is excluded from the SELECT, so the value never reaches the lake at all. The contact columns that ARE kept (a guesthouse's e-mail, an information centre's telephone and fax, an agency's website) are business contact details the ministry publishes as part of the register entry; where a small operator is a natural person, their business contact is still what the register is publishing. Anyone reusing this dataset takes on their own GDPR obligations for those fields.
