# Romanian authorised tourism structures (SITUR) > The national registers of tourism operators authorised by the Ministry of Economy, Entrepreneurship and Tourism, published through SITUR: classified accommodation and food-service establishments, licensed travel agencies, attested tourist guides, homologated ski slopes, attested resorts, accredited tourist information centres, authorised nautical leisure zones and approved destination management organisations — together with the lists of those whose authorisation was struck off or withdrawn. The ministry publishes each register as an Excel workbook; here every readable workbook is a table of its own in the lake, with that spreadsheet’s own heading row as its columns, and the `registers` table is the catalogue of all of them — including the three files no reader can open. - Dataset id: `situr-tourism-structures` - Update cadence: weekly - Upstream source: https://se.situr.gov.ro/OpenData/OpenDataMain - Tags: romania, tourism, registers, accommodation, travel-agencies, hospitality, public-sector, situr - Current version: ingest `01M1NQ3E6CBGVPS6770D0JFHJ2`, snapshot 2026-09-04, generated 2026-09-04T08:15:50.322Z ## Licence and attribution - Licence: Romanian official acts and public-interest information — outside copyright (`ro-official-acts-public-domain`) - Licence text: https://legislatie.just.ro/Public/DetaliiDocument/7816 - Required attribution: Date despre structurile de turism autorizate publicate de Ministerul Economiei, Antreprenoriatului și Turismului — SITUR — se.situr.gov.ro - Notes: Legea 8/1996 privind dreptul de autor, art. 9, excludes from copyright both official texts of an administrative nature and simple facts and data. These twenty registers are official administrative records in the most literal sense — each row is a classification, licence, attestation, homologation or authorisation the ministry itself has issued — and the underlying facts (categories, validity dates, holder identities, addresses) are exactly the factual data the statute excludes from copyright. They are also public-interest information under Legea 544/2001, and re-usable public-sector information under Legea 179/2022 privind datele deschise și reutilizarea informațiilor din sectorul public, which gives anyone a statutory right to reuse public-sector information, including for commercial purposes. HOWEVER, and a reuser must weigh this: NO LICENCE IS PUBLISHED. The section these registers sit in is branded "OpenData", but it names no licence, no terms of use and no reuse conditions — the site was checked for a /license, /licence, /terms or /legal page, for a link from the OpenData page itself, and for a statement beside any of the twenty registers, and none exists. The only policy document the site links is a notice about the processing of personal data under the GDPR, which governs how the ministry handles personal data and says nothing about copyright or reuse. This dataset therefore rests on the legal position above rather than on any grant from the ministry — the "OpenData" branding is not itself a licence — and anyone redistributing it should form their own view, and should attribute the ministry. THIS IS A DERIVED WORK, not a mirror. What is republished is the tabular content of the registers — the classification, licence, attestation, homologation and authorisation facts the ministry itself prints in each spreadsheet, plus the catalogue metadata printed on the listing page (each register's title, its section, and its "Ultimul update" date). What is NOT republished: no workbook is mirrored, no PDF is republished, no image, logo or styling from the site is copied, and the two legacy .xls files and the ecotourism PDF are recorded as catalogue rows with their URL and the reason nothing was landed. ROBOTS: se.situr.gov.ro/robots.txt returns 404, so no crawl rule disallows any path; this connector nonetheless makes one request to the listing page per run and lets DuckDB read each workbook once. PERSONAL DATA — READ THIS. Two of these registers name individuals, because that is what they are for: "Lista ghizilor de turism atestați" names each attested tourist guide, and the temporary-guide register names each person who notified the ministry that they will practise here temporarily. The ministry publishes those names itself, as a public professional register, so that a traveller or an employer can check that a guide is accredited. This connector republishes ONLY the professional-capacity fields the ministry itself publishes for them: the name, the attestation or qualification document, its number, its issuing authority, its date, its validity and the class of attestation. There is no personal identification number (CNP), no date of birth, no home address, no personal telephone number and no personal e-mail in these registers, and none is derived. One field IS deliberately dropped: "Reprezentant legal" in the cross-border travel-operator register, the named legal representative of a foreign company. That person is not the holder of the authorisation — the company is — so publishing their name adds nothing to the register and identifies a natural person who is not its subject. The column is excluded from the SELECT, so the value never reaches the lake at all. The contact columns that ARE kept (a guesthouse's e-mail, an information centre's telephone and fax, an agency's website) are business contact details the ministry publishes as part of the register entry; where a small operator is a natural person, their business contact is still what the register is publishing. Anyone reusing this dataset takes on their own GDPR obligations for those fields. Reproduce the attribution line verbatim anywhere you republish this data. ## Manifest - Start here for how this directory works: https://data.bunnytech.app/llms.txt - This dataset: https://data-directory.fsn1.your-objectstorage.com/public/situr-tourism-structures/manifest.json - All datasets: https://data-directory.fsn1.your-objectstorage.com/public/index.json - Human page: https://data.bunnytech.app/datasets/situr-tourism-structures The manifest is the contract: file URLs, row counts, column types, min/max statistics and example queries all live there. Search the accent-folded companion, never lower(judet). ```sql ATTACH IF NOT EXISTS 'ducklake:https://data-directory.fsn1.your-objectstorage.com/catalog/catalog.ducklake' AS "datadirectory" (READ_ONLY); SELECT nume_unitate, tip_unitate, tip_categorie, numar_locuri, localitate FROM datadirectory.situr_tourism_structures.structuri_cazare WHERE snapshot_date = (SELECT max(snapshot_date) FROM datadirectory.situr_tourism_structures.structuri_cazare) AND judet_lc = 'brasov' AND tip_unitate_lc LIKE 'pensiune%' ORDER BY nume_unitate ``` -- Travel agencies licensed since 2024, by county: data_emiterii is a real DATE, so a range predicate works and no string parsing is needed at query time. ```sql ATTACH IF NOT EXISTS 'ducklake:https://data-directory.fsn1.your-objectstorage.com/catalog/catalog.ducklake' AS "datadirectory" (READ_ONLY); SELECT judet, count(*) AS agentii FROM datadirectory.situr_tourism_structures.agentii_turism WHERE snapshot_date = (SELECT max(snapshot_date) FROM datadirectory.situr_tourism_structures.agentii_turism) AND data_emiterii >= DATE '2024-01-01' GROUP BY judet ORDER BY agentii DESC ``` ## Live lake — DuckLake catalog with time travel Attach the published catalog read-only over plain https. This works in native DuckDB AND in duckdb-wasm in the browser — the reader catalog resolves its data files through public https URLs, so no credentials and no backend are involved. ```sql INSTALL ducklake; LOAD ducklake; ATTACH 'ducklake:https://data-directory.fsn1.your-objectstorage.com/catalog/situr-tourism-structures/catalog.ducklake' AS situr_tourism_structures (READ_ONLY); SELECT * FROM situr_tourism_structures.main.registers LIMIT 5; USE situr_tourism_structures; ``` - Latest catalog: https://data-directory.fsn1.your-objectstorage.com/catalog/situr-tourism-structures/catalog.ducklake - This exact version: https://data-directory.fsn1.your-objectstorage.com/catalog/situr-tourism-structures/v/01M1NQ3E6CBGVPS6770D0JFHJ2/catalog.ducklake (sha256 48074642a46f28b99bd4f0f72f89b6d24f2ea6a3c3a027c88efc1a8bc6d875ea) - Written by DuckDB v1.5.5 - Time travel: this ingest is snapshot 20 — e.g. `SELECT * FROM situr_tourism_structures.registers AT (VERSION => 20)` ## Wholesale — S3 access For bulk downloads, read the bucket prefix directly over S3 with httpfs: ```sql INSTALL httpfs; LOAD httpfs; CREATE SECRET hetzner ( TYPE s3, ENDPOINT 'fsn1.your-objectstorage.com', URL_STYLE 'path', KEY_ID '', SECRET '' ); SELECT * FROM read_parquet('s3://data-directory/public/situr-tourism-structures/v/01M1NQ3E6CBGVPS6770D0JFHJ2/**/*.parquet'); ``` ## Schema ### registers One row per register listed on the SITUR OpenData page, in the order the page lists them, as they stood on the run day. This is the companion to the data tables, not a replacement for them: table_name points at the lake table this register’s rows landed in, and not_materialized_reason says, for the three files no reader can open, exactly why. - 40 rows · 10 KB · write mode `snapshot_history` - Physically sorted by: `snapshot_date`, `register_key` - Primary key: `snapshot_date`, `register_key` - Text search columns: `title` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/situr-tourism-structures/v/01M1NQ3E6CBGVPS6770D0JFHJ2/registers.parquet (40 rows) Columns: - `snapshot_date` DATE NOT NULL — The run day (UTC) the SITUR page was read on. The catalogue is reloaded in full on every run, so one snapshot_date is one complete listing. (range: "2026-09-03" … "2026-09-04") (~2 distinct) - `register_key` VARCHAR NOT NULL — The stable key this connector indexes a register by: `type:` for an export the site generates from its database, `asset:` for a file the ministry uploaded. It is derived from the link on the page, so it changes only if the ministry re-addresses the register. (range: "asset:Lista-organizatiilor-de-management-al-destinatiei-avizate.xlsx" … "type:listaStatiuni") (~17 distinct) - `register_kind` VARCHAR — `export` for a register the site generates on demand, `asset` for a file the ministry uploaded. - `type_slug` VARCHAR — The `type=` parameter in the register’s URL, for generated exports — `listaCazari`, `listaAgentii`, `listaGhizi`. NULL for uploaded files, which have none. - `file_name` VARCHAR — The uploaded file’s name, for `asset` registers. NULL for generated exports. - `title` VARCHAR — The register’s own Romanian title, exactly as printed on the SITUR OpenData page. - `title_lc` VARCHAR — title, lowercased and accent-folded, for case- and accent-insensitive search. Query this rather than lower(title). - `section` VARCHAR — The section heading the page groups the register under — "Agenții de turism", "Plaje", "Pârtii", and so on. - `page_url` VARCHAR — The page a human opens for this register. - `download_url` VARCHAR — The file this register’s rows come from. - `file_format` VARCHAR — The file extension, lowercased and without the dot: `xlsx`, `xls`, `pdf`. It decides whether a reader exists for it. - `last_update_date` DATE — The "Ultimul update" date the page prints for this register — the Europe/Bucharest calendar day, with no time-of-day component, on which the MINISTRY says it last refreshed the register, not when we read it. NULL when the page prints no date or an unparseable one. - `last_update_text` VARCHAR — The "Ultimul update" line verbatim, kept for the cases where it cannot be turned into a date. - `table_name` VARCHAR — The lake table this register’s rows landed in. NULL when nothing was landed — see not_materialized_reason. - `column_count` INTEGER [columns] — How many columns the register’s sheet has, per the recorded layout. NULL for a register that was not landed. - `sheet_name` VARCHAR — The worksheet the rows are read from. NULL for a register that was not landed. - `header_row` INTEGER — The 1-based row the headings sit on. Almost never row 1: the generated exports put a logo over rows 1-4 and a merged title on row 5, so the headings are on row 6. - `sheet_range` VARCHAR — The cell range DuckDB reads, from the header row to the bottom of the sheet. - `source_row_count` INTEGER [rows] — How many rows the register’s own list page claims ("N rezultate"). Filled only when the run was asked for it with rowCounts=listing; NULL otherwise. It is a cross-check against how many rows DuckDB actually landed. - `materialized` BOOLEAN — True when this register’s rows reached a lake table. False when it has only this catalogue row. - `not_materialized_reason` VARCHAR — Why there is no table for this register. NULL when there is one. The three real reasons are: a legacy BIFF8 .xls workbook, a PDF, and a register whose sheet layout has not been recorded yet. - `ingested_at` TIMESTAMP NOT NULL — When this row was produced by the ingest run (UTC). ### agentii_turism Lista agențiilor de turism licențiate — the official register as the Ministry of Economy, Entrepreneurship and Tourism publishes it on SITUR, one row per line of its own spreadsheet. It is listed on the SITUR OpenData page under the section "Agenții de turism". Its fields, named exactly as the spreadsheet names them: Număr LICENȚĂ, LICENȚĂ/ANEXĂ, Data emiterii, Operator economic, Număr Ordine în Registrul Comerțului, Denumirea agenției, C.U.I, Adresă, Localitate, Județ, Tip agenție, Site Web, Email (13 in total). The column names are those headings, accent-folded into identifiers; the headings themselves are quoted verbatim in each column's description, because SITUR publishes no data dictionary and the heading is the only definition a column has. Columns whose heading names a searchable thing (a name, a locality, a county, a category) carry a lowercased, accent-folded "_lc" companion; search that one, never lower(column). The whole register is reloaded on every run and kept as history: filter on snapshot_date to pin a week, or take max(snapshot_date) for the current register. Read straight out of https://se.situr.gov.ro/OpenData/ExportToExcel?type=listaAgentii by DuckDB, from the "Listă" worksheet starting at row 6. - 6,210 rows · 245 KB · write mode `snapshot_history` - Physically sorted by: `snapshot_date`, `judet_lc`, `localitate_lc`, `operator_economic_lc`, `numar_licenta` - Text search columns: `operator_economic`, `denumirea_agentiei`, `adresa`, `localitate`, `judet`, `tip_agentie` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/situr-tourism-structures/v/01M1NQ3E6CBGVPS6770D0JFHJ2/agentii_turism.parquet (6,210 rows) Columns: - `snapshot_date` DATE NOT NULL — The run day (UTC) this copy of the register was read on. The register is republished in full, so one snapshot_date is one complete copy; take max(snapshot_date) for the current register. (range: "2026-09-03" … "2026-09-04") (~2 distinct) - `numar_licenta` VARCHAR — "Număr LICENȚĂ" — The travel agency licence number. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. (range: "1" … "CICMA 1800") - `licenta_anexa` VARCHAR — "LICENȚĂ/ANEXĂ" — Whether the row is the agency licence itself ("Licenta") or an annex to it ("Anexa") — an agency’s branch offices are annexes. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `data_emiterii` DATE — "Data emiterii" — The day the licence, certificate or qualification document was issued. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `operator_economic` VARCHAR — "Operator economic" — The company or authorised person that holds the licence or certificate. Its legal form is in the neighbouring "Tip Operator Economic" column. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `operator_economic_lc` VARCHAR — operator_economic, lowercased and with Romanian diacritics folded away, for case- and accent-insensitive matching. Query this column, never lower(operator_economic) — a function applied to a column cannot use parquet row-group statistics, so it reads the whole file. (range: "09vacanta travel agency srl" … "zuzu travel srl") - `numar_ordine_in_registrul_comertului` VARCHAR — "Număr Ordine în Registrul Comerțului" — The operator’s trade register number, e.g. "J40/13448/2006". The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `denumirea_agentiei` VARCHAR — "Denumirea agenției" — The trading name the travel agency operates under, which is often not the company name. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `denumirea_agentiei_lc` VARCHAR — denumirea_agentiei, lowercased and with Romanian diacritics folded away, for case- and accent-insensitive matching. Query this column, never lower(denumirea_agentiei) — a function applied to a column cannot use parquet row-group statistics, so it reads the whole file. - `c_u_i` BIGINT — "C.U.I" — Cod Unic de Înregistrare: the operator’s Romanian tax identification number. BIGINT, because a CUI must never round-trip through a float. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `adresa` VARCHAR — "Adresă" — The street address of the registered establishment, as one free-text line. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `adresa_lc` VARCHAR — adresa, lowercased and with Romanian diacritics folded away, for case- and accent-insensitive matching. Query this column, never lower(adresa) — a function applied to a column cannot use parquet row-group statistics, so it reads the whole file. - `localitate` VARCHAR — "Localitate" — The locality, with its administrative rank spelled out the way the ministry spells it: "Mun. Cluj-Napoca", "Com. Albac, Sat Albac". The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `localitate_lc` VARCHAR — localitate, lowercased and with Romanian diacritics folded away, for case- and accent-insensitive matching. Query this column, never lower(localitate) — a function applied to a column cannot use parquet row-group statistics, so it reads the whole file. (range: "com. 1 decembrie, sat 1 decembrie" … "oras zarnesti") - `judet` VARCHAR — "Județ" — The Romanian county the entry belongs to, written the way the ministry writes it (upper case, with diacritics). The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `judet_lc` VARCHAR — judet, lowercased and with Romanian diacritics folded away, for case- and accent-insensitive matching. Query this column, never lower(judet) — a function applied to a column cannot use parquet row-group statistics, so it reads the whole file. (range: "alba" … "vrancea") - `tip_agentie` VARCHAR — "Tip agenție" — The agency type the licence was granted for: Organizatoare, Intermediara, or the online variants. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `tip_agentie_lc` VARCHAR — tip_agentie, lowercased and with Romanian diacritics folded away, for case- and accent-insensitive matching. Query this column, never lower(tip_agentie) — a function applied to a column cannot use parquet row-group statistics, so it reads the whole file. - `site_web` VARCHAR — "Site Web" — The travel agency’s website, as declared. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. - `email` VARCHAR — "Email" — The contact e-mail address the operator gave for this establishment, published by the ministry as part of the register. The heading is quoted verbatim from row 6 of the "Listă" worksheet of "Lista agențiilor de turism licențiate", recorded 2026-09-02. ### agentii_turism_radiate Lista agențiilor de turism a căror licență sau anexă a licenței a fost radiată — the official register as the Ministry of Economy, Entrepreneurship and Tourism publishes it on SITUR, one row per line of its own spreadsheet. It is listed on the SITUR OpenData page under the section "Agenții de turism". Its fields, named exactly as the spreadsheet names them: Nr. LICENȚĂ, LICENȚĂ/ANEXĂ, Data emiterii, Operator economic, Număr Ordine în Registrul Comerțului, Denumirea agenției, Detalii adresă, Localitate, Județ, Tip agenție, Data retragerii licenței, Motivație (12 in total). Predicates on the leading sort columns prune whole row groups; everything else is a full column scan. - `registers` prunes on `snapshot_date` → `register_key`. - `agentii_turism` prunes on `snapshot_date` → `judet_lc` → `localitate_lc` → `operator_economic_lc` → `numar_licenta`. - `agentii_turism_radiate` prunes on `snapshot_date` → `judet_lc` → `localitate_lc` → `operator_economic_lc` → `nr_licenta`. - `agentii_turism_retrase` prunes on `snapshot_date` → `judet_lc` → `localitate_lc` → `operator_economic_lc` → `nr_licenta`. - `agentii_transfrontaliere` prunes on `snapshot_date` → `statul_emitent_lc` → `oras_lc` → `denumire_op_ec_lc` → `nr_crt`. - `structuri_cazare` prunes on `snapshot_date` → `judet_lc` → `localitate_lc` → `nume_unitate_lc` → `tip_unitate_lc`. - `structuri_cazare_radiate` prunes on `snapshot_date` → `judet_lc` → `localitate_lc` → `nume_unitate_lc` → `tip_unitate_lc`. - `structuri_cazare_retrase` prunes on `snapshot_date` → `judet_lc` → `localitate_lc` → `nume_unitate_lc` → `tip_unitate_lc`. - `structuri_alimentatie` prunes on `snapshot_date` → `judet_lc` → `localitate_sector_lc` → `denumirea_unitatii_lc` → `tip_structura_lc`. - `structuri_alimentatie_radiate` prunes on `snapshot_date` → `judet_sector_lc` → `localitate_lc` → `denumirea_unitatii_lc` → `tip_structura_lc`. - `structuri_alimentatie_retrase` prunes on `snapshot_date` → `judet_sector_lc` → `localitate_lc` → `denumirea_unitatii_lc` → `tip_structura_lc`. - `partii_schi` prunes on `snapshot_date` → `judet_lc` → `amplasare_lc` → `denumire_partie_schi_lc` → `nr_certificat`. - `statiuni_turistice` prunes on `snapshot_date` → `judet_lc` → `denumire_lc`. - `ghizi_turism` prunes on `snapshot_date` → `nume_si_prenume_lc`. - `ghizi_temporari` prunes on `snapshot_date` → `statul_de_provenienta_lc` → `nume_lc` → `nr_crt`. - `centre_informare_turistica` prunes on `snapshot_date` → `denumire_centru_lc`. - `zone_agrement_nautic` prunes on `snapshot_date` → `judet_lc` → `amplasare_lc` → `denumire_operator_economic_lc`. - `organizatii_management_destinatie` prunes on `snapshot_date` → `jud_lc` → `denumirea_omd_ului_lc` → `nr_crt`. - `ILIKE '%needle%'` cannot prune: it decompresses that whole column. Prefer prefix predicates on the lowercased search companion columns where they exist. - Every file URL under `/v//` is immutable. Cache it as aggressively as you like. - Files are never rewritten in place — a new ingest writes a new version path. Re-read the manifest to pick up updates rather than polling the file URLs. - Pull only the columns you need. Parquet is columnar and the reader range-GETs what it reads. ## Do not - Do not scrape https://data.bunnytech.app HTML. Every number on those pages comes from the manifest above. - Do not hit the upstream source (https://se.situr.gov.ro/OpenData/OpenDataMain) in bulk. This mirror exists so you do not have to. - Do not read DuckLake internal data files with a plain Parquet reader. They come with positional delete files, and ignoring those silently returns deleted rows. Use the ducklake extension, or use the published exports above. - Do not republish without the attribution line, and do not imply endorsement.
