# Romanian elections: turnout and results (prezenta.roaep.ro) > Romanian elections as the Autoritatea Electorală Permanentă publishes them on prezenta.roaep.ro — turnout and results, from 2020 onwards. The turnout side is the full catalogue of ballots and, for each, an hourly snapshot per polling station: how many voters had voted by one hour and on what basis (permanent list, complementary list, supplementary list, mobile ballot box), with the breakdown by age band and sex, and a second fact table keeping every single year of age from 18 to 120. The results side is the signed proces-verbal of every race: the ballot accounting per polling station, commune or county, and the votes each candidate, party, alliance and referendum answer received — one row per option, so a single query works across every election even though the source publishes one COLUMN per candidate. Alongside them sit the election catalogue, the county list each ballot was run with, the roll of polling stations, and a catalogue of every proces-verbal file, including the PDF scans that are legal documents rather than tables. The source CSVs change their header between elections and between counties; the columns published here are canonical, and every row carries the verbatim header it was mapped from. - Dataset id: `roaep-elections` - Update cadence: weekly - Upstream source: https://prezenta.roaep.ro/ - Tags: romania, elections, turnout, results, voting, democracy, government, aep, prezenta - Current version: ingest `01M1RTE03HH9KZW9719ABG8PWX`, snapshot 2026-09-05, generated 2026-09-05T17:32:38.194Z ## Licence and attribution - Licence: Romanian official acts and public-interest information — outside copyright (`ro-official-acts-public-domain`) - Licence text: https://legislatie.just.ro/Public/DetaliiDocument/7816 - Required attribution: Date electorale publicate de Autoritatea Electorală Permanentă (AEP) — prezenta.roaep.ro - Notes: Legea 8/1996 privind dreptul de autor, art. 9, excludes from copyright both official texts of an administrative nature and simple facts and data. Election turnout and election results are both: they are the official record of a public act, and the numbers themselves are facts. They are also public-interest information under Legea 544/2001 and re-usable public-sector information under Legea 179/2022, which transposes the EU Open Data Directive. HOWEVER, and a reuser must weigh this: the AEP publishes no dataset-specific licence, and its own site terms at www.roaep.ro/prezentare/termeni-si-conditii/ reserve all rights over the site’s content and require written permission for reuse. This dataset therefore rests on the legal position above rather than on any grant from the AEP, and anyone republishing it should make their own assessment. What is published here is the turnout data itself — the catalogue JSON and the per-precinct CSVs — re-typed into a canonical schema. The signed proces-verbal PDF scans the site also hosts are deliberately NOT republished. Reproduce the attribution line verbatim anywhere you republish this data. ## Manifest - Start here for how this directory works: https://data.bunnytech.app/llms.txt - This dataset: https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/manifest.json - All datasets: https://data-directory.fsn1.your-objectstorage.com/public/index.json - Human page: https://data.bunnytech.app/datasets/roaep-elections The manifest is the contract: file URLs, row counts, column types, min/max statistics and example queries all live there. The counts are cumulative, so this is the curve itself; the election_slug predicate is what makes it prune to one election. ```sql ATTACH IF NOT EXISTS 'ducklake:https://data-directory.fsn1.your-objectstorage.com/catalog/catalog.ducklake' AS "datadirectory" (READ_ONLY); SELECT snapshot_at, sum(voted_total) AS voted, sum(registered_permanent) AS registered FROM datadirectory.roaep_elections.turnout WHERE election_slug = 'prezidentiale24112024' GROUP BY snapshot_at ORDER BY snapshot_at ``` -- Final turnout by county, urban against rural: Joins the precinct roll for the urban/rural flag and the snapshot index for the close-of-poll hour. ```sql ATTACH IF NOT EXISTS 'ducklake:https://data-directory.fsn1.your-objectstorage.com/catalog/catalog.ducklake' AS "datadirectory" (READ_ONLY); SELECT t.county_code, p.is_urban, sum(t.voted_total) AS voted, sum(t.registered_permanent) AS registered, round(100.0 * sum(t.voted_total) / nullif(sum(t.registered_permanent), 0), 2) AS pct FROM datadirectory.roaep_elections.turnout t JOIN datadirectory.roaep_elections.snapshots s USING (election_slug, snapshot_key) JOIN datadirectory.roaep_elections.precincts p USING (election_slug, county_code, uat_name, precinct_nr) WHERE t.election_slug = 'prezidentiale24112024' AND s.is_final GROUP BY t.county_code, p.is_urban ORDER BY pct DESC ``` ## Live lake — DuckLake catalog with time travel Attach the published catalog read-only over plain https. This works in native DuckDB AND in duckdb-wasm in the browser — the reader catalog resolves its data files through public https URLs, so no credentials and no backend are involved. ```sql INSTALL ducklake; LOAD ducklake; ATTACH 'ducklake:https://data-directory.fsn1.your-objectstorage.com/catalog/roaep-elections/catalog.ducklake' AS roaep_elections (READ_ONLY); SELECT * FROM roaep_elections.main.elections LIMIT 5; USE roaep_elections; ``` - Latest catalog: https://data-directory.fsn1.your-objectstorage.com/catalog/roaep-elections/catalog.ducklake - This exact version: https://data-directory.fsn1.your-objectstorage.com/catalog/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/catalog.ducklake (sha256 68f380b259a67c8f0c9df793fbb0464c22a7ff24936ea62c3c982de04d0af178) - Written by DuckDB v1.5.5 - Time travel: this ingest is snapshot 10 — e.g. `SELECT * FROM roaep_elections.elections AT (VERSION => 10)` ## Wholesale — S3 access For bulk downloads, read the bucket prefix directly over S3 with httpfs: ```sql INSTALL httpfs; LOAD httpfs; CREATE SECRET hetzner ( TYPE s3, ENDPOINT 'fsn1.your-objectstorage.com', URL_STYLE 'path', KEY_ID '', SECRET '' ); SELECT * FROM read_parquet('s3://data-directory/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/**/*.parquet'); ``` ## Schema ### elections One row per election in the AEP turnout catalogue — every national and local ballot the site has published since 2019, newest first. Carries the election’s own identity (slug, date, opening and closing time, kind of ballot) and the headline totals the catalogue itself reports at the close of poll. has_turnout_data says whether the per-precinct hourly files behind it still exist: the four 2019 elections are listed by the catalogue but their data files were withdrawn, and they are kept here, flagged, rather than quietly dropped. - 32 rows · 12 KB · write mode `upsert` - Physically sorted by: `election_date`, `election_slug` - Primary key: `election_slug` - Text search columns: `name` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/elections.parquet (32 rows) Columns: - `election_slug` VARCHAR NOT NULL — The election’s identifier, taken from the last path segment of its own link, e.g. "prezidentiale24112024". Every other table joins on it and every source URL is built from it. The primary key. (range: "europarlamentare09062024" … "referendum26092021_3") (~33 distinct) - `election_id` INTEGER — The numeric id the catalogue gives this election. - `name` VARCHAR — The catalogue’s own title for the election, in Romanian, e.g. "Referendum 14-06-2026 | Local". Verbatim. - `description` VARCHAR — The catalogue’s free-text note, in Romanian. Used mostly for local referendums, where it names the commune and the question, e.g. "SANGERU: Demitere primar". Often empty. - `code` VARCHAR — The AEP’s internal code for the election, e.g. "ELREFERENDUM14062026". Verbatim. - `election_date` DATE — The polling day, as the catalogue records it — the Romanian calendar day (Europe/Bucharest) named by the source’s own `date` field, with no time-of-day attached. (range: "2019-05-26" … "2026-06-14") - `started_at` TIMESTAMP — When the polls opened. Romanian civil time (Europe/Bucharest, EET/EEST) with no zone, exactly as the source writes it — deliberately not converted to UTC. - `ended_at` TIMESTAMP — When the polls closed, in the same Romanian civil time (Europe/Bucharest) as started_at. Voters queueing at closing time are still admitted, so the last snapshots can be timestamped after it. - `election_type_id` INTEGER — The catalogue’s numeric kind-of-ballot code, kept raw so a reader never has to trust the decoded column: 1 European Parliament, 2 parliamentary, 3 local, 4 presidential, 5 national referendum, 6 local referendum. - `election_type` VARCHAR — election_type_id decoded into the Romanian name of that kind of ballot — "alegeri prezidențiale", "referendum local" … NULL for a code this connector does not know, which is the signal that the catalogue has grown a new kind. - `election_type_en` VARCHAR — The same kind of ballot in English — "presidential election", "local referendum" … Provided because most agents reason more reliably in English; election_type is the Romanian form and election_type_id is the source’s own value. - `round_number` INTEGER — Which round of voting this is, where the catalogue’s own title says so (it writes "Turul 2" / "Turul II" for a run-off). NULL when the title names no round, which is the normal case — it does NOT mean "round 1" for certain. - `is_partial` BOOLEAN — The catalogue’s partial-election flag: true for a ballot held in only part of the country, such as a by-election in a single commune. NULL on the oldest rows, where the source stores no value. - `is_live` BOOLEAN — True while the catalogue considers the election still in progress and its numbers still moving. On a historical row this is false. - `initial_count_lp` INTEGER [voters] — Voters on the permanent electoral lists when the polls opened — the denominator the catalogue’s own presence percentage is computed against. - `voted_permanent_list` INTEGER [votes] — The catalogue’s headline count of votes cast from the permanent list ("LP"), for the whole election. - `voted_supplementary_list` INTEGER [votes] — The catalogue’s headline count of votes cast on a supplementary list ("LS"), for the whole election. - `voted_mobile_box` INTEGER [votes] — The catalogue’s headline count of votes cast through the mobile ballot box ("UM", urna mobilă) — voters who could not reach the polling station. - `voted_total` INTEGER [votes] — The catalogue’s headline total of votes cast in the whole election ("LT"). Compare it against sum(voted_total) over the final snapshot in the turnout table. - `presence` DECIMAL(6,2) [%] — Final turnout as the catalogue reports it: voted_total over initial_count_lp, in percent. - `source_url` VARCHAR — The election’s own page on prezenta.roaep.ro. - `hours_url` VARCHAR — The JSON index of this election’s hourly turnout snapshots — the document the snapshots table is built from. It is what returns HTML instead of JSON for the 2019 elections. - `has_turnout_data` BOOLEAN NOT NULL — Whether this election’s hourly turnout files could be read at all. False for the four 2019 elections, whose data files were withdrawn although the catalogue still lists them — the site answers with an HTML page rather than a 404, so this flag is the only honest signal. Computed by the connector on every run, never read from the source. - `turnout_unavailable_reason` VARCHAR — Why has_turnout_data is false, or why no snapshot was read this run. NULL when the election’s turnout was ingested normally. - `snapshot_count` INTEGER NOT NULL [snapshots] — How many hourly snapshots the source publishes for this election — the length of its hours.json, not how many this run ingested. 0 when there is no turnout data. Ranges from 15 for a one-day local referendum to 150 for parlamentare06122020. - `pv_manifest_url` VARCHAR — The JSON manifest of this election’s proces-verbal files — the document the result_files table is built from where it exists. It answers with HTML rather than JSON for 13 of the 28 live elections, including every full nationwide local election; those are discovered by probing the per-county file names instead. - `has_results_data` BOOLEAN — Whether any proces-verbal results CSV could be read for this election. False for the eight elections that publish none — the 2020 mayoral run-off, six local referendums, and the annulled second presidential round of December 2024 that was never held. Computed by the connector on every run, never read from the source. - `results_unavailable_reason` VARCHAR — Why has_results_data is false, in a sentence a reader can act on — including, for the eight known absences, what was searched and what the likeliest explanation is. NULL when the election’s results were ingested normally. - `results_file_count` INTEGER [files] — How many proces-verbal files this run catalogued for the election — every CSV, PDF scan and "Anexa" print report in result_files, whether or not its rows were materialised. 0 when the election publishes none. - `first_seen_date` DATE — The first run day (UTC) on which this catalogue saw the election. Maintained by the upsert loader; never overwritten, only widened. - `last_seen_date` DATE — The most recent run day (UTC) on which the catalogue still listed the election. ### snapshots One row per hourly turnout snapshot the source publishes, for every election that has them — the index of what exists and of what was read. Turnout during a Romanian election is published as a whole new per-precinct file each hour, and this table names each of those files, when it was taken, and whether this dataset read it. Join it to turnout on (election_slug, snapshot_key). - 819 rows · 8.7 KB · write mode `upsert` - Physically sorted by: `election_slug`, `snapshot_at` - Primary key: `election_slug`, `snapshot_key` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/snapshots.parquet (819 rows) Columns: - `election_slug` VARCHAR NOT NULL — The election this snapshot belongs to; joins to elections. (range: "europarlamentare09062024" … "referendum26092021_3") (~31 distinct) - `snapshot_key` VARCHAR NOT NULL — The source’s own key for the snapshot, verbatim, and the second half of the primary key. Usually a timestamp spelled "2024-11-25_07-00", but NOT always: parlamentare06122020 lists one keyed with the literal string "now", labelled "Ora curentă" and carrying no timestamp at all. Use snapshot_at for time, and this only to identify the file. (~749 distinct) - `snapshot_at` TIMESTAMP — When the snapshot was taken, from the source’s own timestamp field. Romanian civil time (Europe/Bucharest, EET/EEST) with no zone, exactly as published. NULL for the one undated snapshot in the archive — parlamentare06122020’s "now" — which is why the turnout tables leave that one out. (range: "2020-09-27 07:00:00" … "2026-06-14 23:00:00") - `label` VARCHAR — The source’s human label for the snapshot, in Romanian, e.g. "Luni 07:00" (Monday 07:00). - `turnout_csv_url` VARCHAR — The per-precinct turnout CSV this snapshot is published as. Roughly 4 KB for a single-commune referendum and 11 MB for a presidential round. - `is_final` BOOLEAN — True for the newest DATED snapshot of the election — the close-of-poll figures, and the file the precincts roll is built from. The source lists snapshots newest first, so that is normally the first of them; the one exception is parlamentare06122020, whose first entry is the undated "now" alias and whose true final snapshot is the second. - `turnout_ingested` BOOLEAN — Whether this snapshot’s CSV was read into the turnout tables by the most recent run that looked at this election. False means the run was narrowed by a parameter, the election’s header could not be mapped, or the source gives the snapshot no timestamp — never that the file is missing. The undated "now" snapshot is the third case, and reading it would only duplicate the newest dated hour byte for byte. - `first_seen_date` DATE — The first run day (UTC) on which this snapshot was seen. - `last_seen_date` DATE — The most recent run day (UTC) on which this snapshot was seen. ### counties The county reference list each election was run with — one row per (election, county). It is per election on purpose: the source publishes a separate list for each, and they differ. A national ballot has 43 entries (41 counties, Bucharest, and SR for the diaspora); a local election has 42, with no diaspora; a single-commune referendum has one. - 453 rows · 4.6 KB · write mode `upsert` - Physically sorted by: `election_slug`, `county_code` - Primary key: `election_slug`, `county_code` - Text search columns: `county_name` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/counties.parquet (453 rows) Columns: - `election_slug` VARCHAR NOT NULL — The election this list belongs to; joins to elections. (range: "europarlamentare09062024" … "referendum26092021_3") (~31 distinct) - `county_code` VARCHAR NOT NULL — The county’s two-letter code, as the source writes it: the standard Romanian county abbreviations (AB, CJ, IS …), plus B for the municipality of Bucharest and SR for polling stations abroad. Joins to turnout.county_code and precincts.county_code. (range: "AB" … "VS") (~46 distinct) - `county_id` INTEGER — The source’s numeric id for the county within this election’s list. - `county_nce` VARCHAR — The source’s "nce" field: the national statistical code for the county, as text. - `county_name` VARCHAR — The county’s name in Romanian, upper-cased as the source writes it. - `county_name_lc` VARCHAR — county_name lower-cased and stripped of diacritics, so a search matches "brasov" against "BRAȘOV". Search this column rather than lower(county_name): a function on a column cannot use parquet statistics. - `is_diaspora` BOOLEAN — True for the single SR entry, which stands for every polling station outside Romania rather than for a county. Those precincts are numbered per country, not per county. - `updated_at` TIMESTAMP — When the source last touched this reference entry. Romanian civil time (Europe/Bucharest) with no zone, as published; most rows still carry the 2016 import date. - `first_seen_date` DATE — The first run day (UTC) on which this entry was seen. - `last_seen_date` DATE — The most recent run day (UTC) on which this entry was seen. ### precincts One row per polling station per election: where it was, what it was called, and whether it was urban, rural or abroad. Built from each election’s close-of-poll turnout file, which lists every station that existed that day. This is the dimension table for turnout — join on (election_slug, county_code, uat_name, precinct_nr) — and keeping the names here is what lets the fact tables stay narrow. Polling stations are re-drawn between elections, so the same number in the same commune is not necessarily the same room. - 181K rows · 938 KB · write mode `upsert` - Physically sorted by: `election_slug`, `county_code`, `uat_name`, `precinct_nr` - Primary key: `election_slug`, `county_code`, `uat_name`, `precinct_nr` - Text search columns: `precinct_name` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/precincts.parquet (181K rows) Columns: - `election_slug` VARCHAR NOT NULL — The election this polling station roll belongs to. (range: "europarlamentare09062024" … "referendum26092021_3") (~31 distinct) - `county_code` VARCHAR NOT NULL — The county the station is in, or SR for stations abroad. Joins to counties.county_code. (range: "AB" … "VS") (~46 distinct) - `uat_name` VARCHAR NOT NULL — The administrative-territorial unit (UAT) — the commune, town or city the station belongs to, in Romanian, as the source writes it. For stations abroad (county_code = SR) it is the COUNTRY instead, and that is why it is part of the key: diaspora stations are numbered per country, so precinct 1 exists once per country. (range: "1 DECEMBRIE" … "ŢÂNŢĂRENI") (~3126 distinct) - `precinct_nr` INTEGER NOT NULL — The polling station’s number. It restarts at 1 in every county — and, abroad, in every country — so it identifies a station only together with county_code and uat_name. (range: 1 … 1289) (~1540 distinct) - `siruta` BIGINT — The SIRUTA code of the locality, the Romanian national register of territorial units, as a number. Join it to any SIRUTA-keyed dataset. Stations abroad all carry the placeholder 9999. - `locality` VARCHAR — The village, town or city district the station is in, in Romanian. For stations abroad it is the foreign city. - `precinct_name` VARCHAR — The station’s own name, as the source writes it — usually the building it sat in ("ŞCOALA GIMNAZIALĂ NR. 2"), for the diaspora often the consulate or hall. - `environment` VARCHAR — The source’s "Mediu" column, verbatim: U for urban, R for rural. Kept raw beside the decoded is_urban so an unexpected third value is visible rather than silently NULL. - `is_urban` BOOLEAN — environment decoded: true for U, false for R, NULL for anything else. The usual way to split turnout between towns and villages. - `is_diaspora` BOOLEAN — True when the station is outside Romania (county_code = SR). Diaspora turnout behaves nothing like domestic turnout — different hours, different lists — so it is almost always either the subject of a query or excluded from one. - `first_seen_date` DATE — The first run day (UTC) on which this station was seen. - `last_seen_date` DATE — The most recent run day (UTC) on which this station was seen. ### turnout The fact table: one row per polling station per hourly snapshot, holding how many people had voted there by that hour and how they were entitled to. Counts are CUMULATIVE within the polling day — subtract consecutive snapshots for a per-hour rate. The columns are canonical: the source spells the middle of its header differently from one election to the next, and each row carries header_variant naming the verbatim block it was mapped from. Join precincts for where the station was, elections for what the ballot was, and turnout_age_detail for the single-year age breakdown of the same row. - 10.3M rows · 45 MB · write mode `snapshot_history` - Physically sorted by: `election_slug`, `snapshot_at`, `county_code`, `precinct_nr` - Primary key: `election_slug`, `snapshot_key`, `county_code`, `uat_name`, `precinct_nr` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/turnout.parquet (10.3M rows) Columns: - `election_slug` VARCHAR NOT NULL — The election; joins to elections.election_slug. (range: "europarlamentare09062024" … "referendum26092021_3") (~31 distinct) - `snapshot_key` VARCHAR NOT NULL — The source’s own key for the hourly snapshot, verbatim, e.g. "2024-11-25_07-00". Together with election_slug it is the reload unit: re-running one election-hour deletes exactly that hour and re-inserts it. The source’s one undated snapshot (key "now", in parlamentare06122020) is indexed in the snapshots table but never appears here — its file is byte-identical to the newest dated snapshot, so it is an alias, not an hour. (~749 distinct) - `snapshot_at` TIMESTAMP NOT NULL — When the snapshot was taken, in Romanian civil time (Europe/Bucharest) with no zone, exactly as the source publishes it. Never NULL: a file whose key the election’s own snapshot index does not date contributes no rows at all. (range: "2020-09-27 07:00:00" … "2026-06-14 23:00:00") - `county_code` VARCHAR NOT NULL — The county, or SR for a station abroad. Joins to counties. (range: "AB" … "VS") (~46 distinct) - `uat_name` VARCHAR NOT NULL — The commune, town or city the station belongs to — the country, for a station abroad. Part of the identity because diaspora stations are numbered per country. (~3126 distinct) - `precinct_nr` INTEGER NOT NULL — The polling station number, which restarts at 1 in every UAT. (range: 1 … 1289) (~1540 distinct) - `registered_permanent` INTEGER [voters] — Voters on this station’s permanent electoral list — the denominator turnout is measured against. Mapped from "Înscriși pe liste permanente" or "Votanti pe lista permanenta", depending on the election; header_variant says which. - `registered_complementary` INTEGER [voters] — Voters on this station’s complementary list — EU and other foreign citizens entitled to vote in Romanian local elections. Mapped from "Înscriși pe liste complementare" or "Votanti pe lista complementara". NULL for the elections whose files carry no such column at all, which is most national ballots. - `voted_permanent_list` INTEGER [votes] — Votes cast from the permanent list at this station by this hour. The source column "LP". - `voted_complementary_list` INTEGER [votes] — Votes cast from the complementary list. The source column "LC"; NULL where the election’s files have no such column. - `voted_supplementary_list` INTEGER [votes] — Votes cast on a supplementary list — a voter admitted at a station other than the one they are registered at. The source column "LS". - `voted_supplementary_special` INTEGER [votes] — Votes cast on the special supplementary list. The source column "LSC"; NULL where the election’s files have no such column. - `voted_mobile_box` INTEGER [votes] — Votes cast through the mobile ballot box (urna mobilă) — voters unable to reach the station. The source column "UM". - `voted_total` INTEGER [votes] — Total votes cast at this station by this hour. The source column "LT", and the number almost every turnout question is really about. - `men_18_24` INTEGER [voters] — How many men aged 18 to 24 had voted at this polling station by this snapshot. The source header, verbatim: "Barbati 18-24". Cumulative within the day, not a per-hour delta. The ten buckets sum to voted_total only when every voter’s age was recorded. - `men_25_34` INTEGER [voters] — How many men aged 25 to 34 had voted at this polling station by this snapshot. The source changes this block between elections; publishing it makes the mapping auditable without reading the connector, and makes a new spelling visible as data. ### turnout_age_detail The same grain as turnout — one row per polling station per hourly snapshot — carrying the 206 single-year-of-age columns the source publishes: men_18 … men_120 and women_18 … women_120, each the number of voters of exactly that age who had voted by that hour. Cumulative within the day, like every count in this dataset. It is a separate table from turnout because it is read far less often and costs far more to scan, and it is wide rather than long because the values are dense: unpivoted it would be roughly 1.9 billion rows for the same numbers. Join turnout on the five identity columns for the totals. - 10.3M rows · 171 MB · write mode `snapshot_history` - Physically sorted by: `election_slug`, `snapshot_at`, `county_code`, `precinct_nr` - Primary key: `election_slug`, `snapshot_key`, `county_code`, `uat_name`, `precinct_nr` - Files: 3 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/turnout_age_detail/part-00000.parquet (2.6M rows) - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/turnout_age_detail/part-00001.parquet (4.7M rows) - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/turnout_age_detail/part-00002.parquet (3M rows) Columns: - `election_slug` VARCHAR NOT NULL — The election; joins to elections.election_slug. A "race" is one contest of one election — mayor, local council, county council, county-council president, European Parliament, president, Senate, Chamber of Deputies, a referendum question, or the postal-voting variant of one of them — and a "territory" is whatever that race’s file counts: a polling station (scope_code PRCNCT), a commune (UAT) or a county (CNTY). The per-option votes are NOT here: they are one row each in results_votes, joined on (election_slug, file_category_code, scope_code, territory_key). The lettered columns are the PV form’s own field labels and their meaning is a property of the race: on a presidential file c + d = b (valid plus void equals voters who came) and e − f = b (papers received minus unused), while on a Senate file the same quantities sit one letter along, e + f = b. Both were reconciled against real files; reconcile before assuming. - 254.4K rows · 5.5 MB · write mode `snapshot_history` - Physically sorted by: `election_slug`, `file_category_code`, `scope_code`, `territory_key` - Primary key: `election_slug`, `file_category_code`, `scope_code`, `territory_key` - Text search columns: `county_name` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/results.parquet (254.4K rows) Columns: - `election_slug` VARCHAR NOT NULL — The election; joins to elections.election_slug. (range: "europarlamentare09062024" … "referendum24112024") (~21 distinct) - `file_category_code` VARCHAR NOT NULL — The race, from the file name the row came out of, upper-cased: P (mayor), CL (local council), CJ (county council), PCJ (county-council president), EUP (European Parliament), PRSD (president), S (Senate), CD (Chamber of Deputies), REF1/REF2/REF3 (a referendum question), PG_BEC (the Bucharest general mayoralty), and the _C variants (PRSD_C, S_C, CD_C) which are postal voting — votul prin corespondență — published as their own file. Part of the key, and never null, because it comes from the URL rather than from the row. (range: "CD" … "S_C") (~16 distinct) - `category_code` VARCHAR — The race as the ROW itself declares it, from report_type_category_code. Normally equal to file_category_code; kept separately so a disagreement between the file name and its contents is visible as data rather than resolved silently. - `file_scope_code` VARCHAR NOT NULL — Where the file was cut: CNTRY for the single national export of a race, CNTY for the per-county one. It says nothing about the row grain — a national file is usually one row per polling station — and it is not the same thing as scope_code. - `scope_code` VARCHAR NOT NULL — What ONE ROW counts, from the row’s own report_type_scope_code: PRCNCT a polling station, UAT a commune/town/city, CNTY a county. This is the grain, and it is authoritative — a per-county file of a local council election carries UAT rows, and a national file of a partial local election carries CNTY rows. Falls back to file_scope_code only if the row leaves it empty. (range: "CNTY" … "UAT") (~3 distinct) - `territory_key` VARCHAR NOT NULL — The territory this row is about, as one non-null string: the scope followed by whichever identifiers the row has (county_nce, uat_siruta, uat_name, precinct_nr), joined with "|". It is opaque on purpose — an upsert key cannot contain NULLs and every identifying column here is nullable at one grain or another — and it is what results_votes joins on. Read the named columns, group by this one. (range: "CNTY|10|||" … "UAT|9|44560|CAZASU|") (~25252 distinct) - `stage_code` VARCHAR — The publication stage the row carries: PART, FINAL or PROV. It is the source’s own value and does not always agree with the stage token in the file name — a file called pv_final_… can hold PROV rows. Results stop moving once an election is certified. - `report_type_code` VARCHAR — The AEP’s internal code for the kind of report the row came from, e.g. "PRSD_SV" (a polling-station presidential minute) or "CL_CE" (a local-council electoral-bureau minute). Verbatim. - `report_version` INTEGER — The version number the source gives this report. It increases when a minute is corrected and re-published; only the latest is exported, so this is provenance rather than a history. - `created_at` TIMESTAMP — When the source recorded this report. Romanian civil time (Europe/Bucharest, EET/EEST) with no zone, exactly as published — deliberately not converted to UTC, like every other timestamp in this dataset. - `county_code` VARCHAR — The county token from the file name, upper-cased: AB, CJ … plus S1…S6 for the six sectors of Bucharest and SR for polling stations abroad. NULL on a country-scope file, which covers every county at once. Note that this vocabulary is NOT the one the turnout tables use, which writes Bucharest as a single B. - `county_nce` VARCHAR — The county’s national statistical code, as text, from the row’s own precinct_county_nce or county_nce depending on its grain. - `uat_name` VARCHAR — The administrative-territorial unit — the commune, town or city — in Romanian, as the source writes it. NULL at county grain. For polling stations abroad it is the country. - `uat_siruta` BIGINT — The SIRUTA code of that unit, from the Romanian national register of territorial units, as a number. Join it to any SIRUTA-keyed dataset. NULL at county grain. - `precinct_name` VARCHAR — The polling station’s own name, as the source writes it — usually the building it sat in. NULL at any grain coarser than a polling station. - `precinct_nr` INTEGER — The polling station number, which restarts at 1 in every county — and, abroad, in every country. NULL at any grain coarser than a polling station. - `pv_a` BIGINT [ballots] — The proces-verbal form’s own field "a", verbatim, for this row’s territory. NULL when this race’s form has no such field. - `pv_f` BIGINT [ballots] — The proces-verbal form’s own field "f", verbatim, for this row’s territory. One of the ballot-accounting letters, whose order changes between races. On a presidential file c is the valid votes and d the void ones (c + d = b), while e is the ballot papers received and f those left unused (e − f = b). NULL when this race’s form has no such field. - `pv_g` BIGINT [ballots] — The proces-verbal form’s own field "g", verbatim, for this row’s territory. Seen only on local-council files, where the seat allocation is done in stages: g1.1, g1.2, g1.3 and g4 are the form’s working figures for that allocation. Their exact definitions are set by the electoral law for local councils, and this connector publishes them under the source’s own labels rather than renaming them. What it counts therefore depends on the race — read it together with category_code, never on its own. NULL when this race’s form has no such field. - `pv_extra_fields` JSON — Any lettered field the source published that this table has no column for, as a JSON object keyed by the source’s own label. It is normally NULL. It exists so a new field on the form is published rather than dropped: the local-council files already carry g1.1, g1.2, g1.3 and g4, and nothing promises the next election will not add another. - `source_file_url` VARCHAR — The exact CSV this row was read from. Every number above can be checked against it, and the same URL appears in result_files with everything else known about the file. ### results_votes The votes themselves: one row per (election, race, territory, option, measure). An "option" is whatever was on that ballot — a candidate, a party, an electoral alliance, or the answers Da and Nu on a referendum — and a "measure" is what the number counts: voturi (votes) or, on local ballots, mandate (seats) and the staged variants mandate-faza-1, mandate-faza-2, mandate-g8, mandate-g9. The source publishes these as one COLUMN per option named after the option itself, so the header of every file is different; this table is that header turned into rows, which is what makes one query work across every election. Join results on (election_slug, file_category_code, scope_code, territory_key) for the ballot accounting of the same territory. - 8.2M rows · 10 MB · write mode `snapshot_history` - Physically sorted by: `election_slug`, `file_category_code`, `scope_code`, `territory_key`, `option_name` - Primary key: `election_slug`, `file_category_code`, `scope_code`, `territory_key`, `option_name`, `measure` - Text search columns: `option_name` - Files: 2 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/results_votes/part-00000.parquet (4.1M rows) - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/results_votes/part-00001.parquet (4.2M rows) Columns: - `election_slug` VARCHAR NOT NULL — The election; joins to elections.election_slug. (range: "europarlamentare09062024" … "referendum24112024") (~21 distinct) - `file_category_code` VARCHAR NOT NULL — The race, from the file name, upper-cased — PRSD, CL, S, REF1, PRSD_C … exactly as in results.file_category_code. Part of the key and never null. (range: "CD" … "S_C") (~16 distinct) - `category_code` VARCHAR — The race as the row itself declares it, from report_type_category_code. Normally equal to file_category_code. - `scope_code` VARCHAR NOT NULL — What one row counts: PRCNCT a polling station, UAT a commune, CNTY a county. The row’s own value, and the grain of the number in votes. **Always filter on it** — summing across grains double-counts, because a county row is the sum of its polling stations. (range: "CNTY" … "UAT") (~3 distinct) - `territory_key` VARCHAR NOT NULL — The territory, as one non-null string, exactly as in results.territory_key. Opaque by design; it is the join key and the grouping key. (range: "CNTY|10|||" … "UAT|9|44560|CAZASU|") (~25252 distinct) - `option_name` VARCHAR NOT NULL — The candidate, party, alliance or referendum answer, verbatim as the source names the column it published this number in — "ELENA-VALERICA LASCONI", "PARTIDUL NAȚIONAL LIBERAL", "ALIANȚA DREAPTA UNITĂ USR - PMP - FORȚA DREPTEI", "Da". Note the hyphens: the measure suffix is taken off the END of the column name, so a name containing hyphens survives intact. (range: "\"ALIANȚA ELECTORALĂ PSD+ALDE CÂRLOGANI\"" … "ȚOFEI SIMION-PARTIDUL SOCIAL DEMOCRAT") (~32965 distinct) - `option_name_lc` VARCHAR — option_name lower-cased and stripped of diacritics, so a search matches "lasconi" and "partidul national liberal". Search this column rather than lower(option_name): a function on a column cannot use parquet statistics. - `measure` VARCHAR NOT NULL — What the number counts, verbatim as the source spells it: "voturi" (votes), "mandate" (seats), "mandate-faza-1" and "mandate-faza-2" (seats allocated in the first and second stage of a local-council allocation), "mandate-g8" and "mandate-g9" (the form’s own labels for seats given to organisations of national minorities). Part of the key, because one option has one row per measure. (~6 distinct) - `measure_en` VARCHAR — measure in English, for readers and agents who do not read Romanian. NULL for a suffix this connector has not seen before — deliberately, so a new one shows up as data (SELECT DISTINCT measure WHERE measure_en IS NULL) instead of being relabelled as something it might not be. - `option_column` VARCHAR — The source column this row came from, verbatim and unsplit, e.g. "ELENA-VALERICA LASCONI-voturi". The audit trail for the one genuinely fragile thing this table does: option_name and measure are this string split at the last measure suffix, and publishing it makes that split checkable without reading the connector. - `votes` BIGINT [votes] — The number itself: votes for this option in this territory, or seats where measure says so. NULL when the source left the cell empty — which is not the same as 0, and is why this column is nullable. - `county_code` VARCHAR — The county token from the file name, upper-cased (AB, CJ, S1…S6 for the Bucharest sectors, SR for abroad). NULL on a country-scope file. - `county_nce` VARCHAR — The county’s national statistical code, as text. - `county_name` VARCHAR — The county’s name in Romanian, upper-cased as the source writes it. - `uat_name` VARCHAR — The commune, town or city — the country, for a polling station abroad. NULL at county grain. - `uat_siruta` BIGINT — The SIRUTA code of that unit, as a number. NULL at county grain. - `precinct_nr` INTEGER — The polling station number, which restarts at 1 in every county. NULL at any coarser grain. - `source_file_url` VARCHAR — The exact CSV this row was read from. ### result_files Every proces-verbal file this dataset found for an election, whether or not its rows were read: one row per file per race it is published under. It is the companion to results and results_votes, never a substitute for them — a CSV of results always gets its rows landed, and this table says so in materialized_table. What it exists for is the rest: the PDF scans of the signed minutes and the "Anexa" print reports, which are legal documents rather than tables, and the per-county CSVs whose rows are already published in a national file. Each of those carries the reason nothing was materialised, so a gap is always a stated fact rather than a silence. The grain is (election_slug, file_url, category_code) and not (election_slug, file_url), because the source cross-lists a file that covers more than one race under each of them: the national "Anexa 13" and "Anexa 16" of parlamentare01122024 are listed under S, under CD and under S_CD, three times the same URL. Selecting one race must not lose them, so each listing is its own row — count DISTINCT file_url when you want files rather than listings. - 2,098 rows · 31 KB · write mode `upsert` - Physically sorted by: `election_slug`, `category_code`, `file_url` - Primary key: `election_slug`, `file_url`, `category_code` - Files: 1 - https://data-directory.fsn1.your-objectstorage.com/public/roaep-elections/v/01M1RTE03HH9KZW9719ABG8PWX/result_files.parquet (2,098 rows) Columns: - `election_slug` VARCHAR NOT NULL — The election; joins to elections.election_slug. (range: "europarlamentare09062024" … "referendum24112024") (~21 distinct) - `file_url` VARCHAR NOT NULL — The file’s absolute URL on prezenta.roaep.ro, and the second column of the primary key (election_slug, file_url, category_code). It is not unique on its own: a file the source publishes under several races has one row per race, all with this same URL. (range: "https://prezenta.roaep.ro/europarlamentare09062024/data/csv/sicpv/pv_final_cntry_eup.csv" … "https://prezenta.roaep.ro/referendum24112024/data/shared/sicpv/partial/pv_ref_loc_county_3_b_scnnd_1732867550.pdf") (~1830 distinct) - `file_name` VARCHAR — The file’s own name, as the manifest writes it or as the URL ends. - `file_kind` VARCHAR NOT NULL — What the file is, as this connector classified it: RESULTS_CSV (the tabular export, the only kind whose rows are read), PV_SCAN_PDF (a scan or a rendering of the signed minutes), ANEXA_PRINT_CSV (a CSV serialisation of a printed legal form — prose in one column, not rows and columns), or OTHER. Computed on every run, never read from the source. - `category_code` VARCHAR NOT NULL — The race the file is published under, upper-cased: P, CL, CJ, PCJ, EUP, PRSD, S, CD, REF1…REF3, PG_BEC, the postal-voting variants PRSD_C, S_C, CD_C, and the combined parliamentary key S_CD. Part of the key, and never null, because it is the manifest’s own category heading (or, for a probed file, the race whose address was tried) rather than anything read out of the file. A file that covers more than one race is listed by the source under each of them and therefore appears here once per race. (range: "CD" … "S_CD") (~16 distinct) - `scope_code` VARCHAR — Where the file was cut: CNTRY (the single national export) or CNTY (per county). Not the row grain — that is results.scope_code. - `county_code` VARCHAR — The county the file covers, upper-cased, or NULL for a country-scope file. S1…S6 are the six sectors of Bucharest and SR is the diaspora. - `stage_code` VARCHAR — The publication stage the file name or the manifest gives it: FINAL, PART or PROV. Where both a final and a part file exist they have been byte-identical in every case checked. - `file_type` VARCHAR — The manifest’s own type for the file, verbatim: CSV (results), GNRTDCSV (an Anexa print report), GNRTD, SCNND or A3SGND (generated, scanned and signed PDFs). NULL for a file found by probing rather than listed in a manifest. - `extension` VARCHAR — The file extension the manifest declares: csv or pdf. - `discovery_method` VARCHAR NOT NULL — How this dataset found the file: "manifest" when the election’s pv.json listed it, "probe" when it did not and the URL was constructed and tried. Thirteen of the 28 live elections publish no manifest at all — every full nationwide local election among them — and their files exist only because of the probe. - `is_available` BOOLEAN NOT NULL — Whether the URL really answered with the file. The site answers a missing path with a 302 to its root or with HTTP 200 and an HTML shell, so this is the result of reading the first bytes and checking them, not of a status code. Computed on every run. - `reported_rows` INTEGER [rows] — How many rows the manifest says the file has. NULL for a probed file, and for the many manifest entries that carry no count. - `column_count` INTEGER [columns] — How many columns the file’s header declares. It varies enormously — 25 for a referendum, 369 for one county’s mayoral race — because there is one column per candidate. - `option_column_count` INTEGER [columns] — How many of those columns are per-option vote or seat columns — the ones results_votes turns into rows. - `materialized_table` VARCHAR — The table this file’s rows were read into: "results, results_votes" for a results CSV that was bound. NULL when nothing was materialised, in which case not_materialized_reason says why. - `not_materialized_reason` VARCHAR — Why this file’s rows are not in the lake. Three cases: it is not tabular (a PDF scan, an Anexa print report); its rows are already published by another file (a per-county CSV whose rows the national per-polling-station file also carries, which would otherwise double every number); or it could not be read. NULL when the file was read. - `first_seen_date` DATE — The first run day (UTC) on which this file was seen. - `last_seen_date` DATE — The most recent run day (UTC) on which this file was seen. ## Performance notes - There are no indexes in a lakehouse. The physical sort order plus Parquet row-group min/max statistics ARE the index. Predicates on the leading sort columns prune whole row groups; everything else is a full column scan. - `elections` prunes on `election_date` → `election_slug`. - `snapshots` prunes on `election_slug` → `snapshot_at`. - `counties` prunes on `election_slug` → `county_code`. - `precincts` prunes on `election_slug` → `county_code` → `uat_name` → `precinct_nr`. - `turnout` prunes on `election_slug` → `snapshot_at` → `county_code` → `precinct_nr`. - `turnout_age_detail` prunes on `election_slug` → `snapshot_at` → `county_code` → `precinct_nr`. - `results` prunes on `election_slug` → `file_category_code` → `scope_code` → `territory_key`. - `results_votes` prunes on `election_slug` → `file_category_code` → `scope_code` → `territory_key` → `option_name`. - `result_files` prunes on `election_slug` → `category_code` → `file_url`. - `ILIKE '%needle%'` cannot prune: it decompresses that whole column. Prefer prefix predicates on the lowercased search companion columns where they exist. - Every file URL under `/v//` is immutable. Cache it as aggressively as you like. - Files are never rewritten in place — a new ingest writes a new version path. Re-read the manifest to pick up updates rather than polling the file URLs. - Pull only the columns you need. Parquet is columnar and the reader range-GETs what it reads. ## Do not - Do not scrape https://data.bunnytech.app HTML. Every number on those pages comes from the manifest above. - Do not hit the upstream source (https://prezenta.roaep.ro/) in bulk. This mirror exists so you do not have to. - Do not read DuckLake internal data files with a plain Parquet reader. They come with positional delete files, and ignoring those silently returns deleted rows. Use the ducklake extension, or use the published exports above. - Do not republish without the attribution line, and do not imply endorsement.
